The Public Procurement Law Association (PPLA) and the Chair of European Law at the Faculty of Law and Administration of the University of Warsaw are pleased to invite you to the international conference to be held on 24 October 2025 in Warsaw: Faculty of Law and Administration, University of Warsaw (Collegium Iuridicum II), 4 Lipowa Street, room A.2.

The event will be devoted to one of the key issues in the field of public procurement – the role of so-called “local content.” The conference is co-organized in partnership with Centralny Port Komunikacyjny (CPK) and Ørsted.

Access for contractors from third countries to the EU public procurement market, as well as the growing expectation that domestic enterprises should play a greater role in strategic investments, are topics that are becoming increasingly prominent in public debate and business practice. At the same time, they raise numerous interpretative doubts and are subject to divergent legal assessments.

Organized by the PPLA in cooperation with leading Polish and international experts and representatives of public institutions, the conference will provide an opportunity for in-depth analysis of these issues and for addressing key questions, such as:

  1. What is the current legal framework (EU law and international agreements) governing access for foreign contractors to public procurement markets?
  2. What does “local content” mean in practice, and how do different definitions affect tender competitiveness and the development of the internal market?
  3. What direct and indirect instruments for supporting local enterprises are permissible, and what are the examples of their application?
  4. What impact might the implementation of the local content concept have on the delivery of large-scale infrastructure and energy projects?
  5. Why is the debate on local content in public procurement concentrated primarily within the legal community?
  6. Are there analyses that allow this issue to be assessed also from an economic perspective – both in the short and long term?
